David Freidl, P.E., CCP

David is currently the Director, Project Controls for OSDV Engineering. In this role, he has full authority and responsibilities to design and implement all project specific control system functions. Part of his role includes the design of unique project controls systems that meet specific client requirements or capital needs.  He develops Work Breakdown Structures (WBS), implements Earned Value Analysis (EVA) and performs risk assessment and mitigation.

He has extensive experience in the fields of quantified and identifiable Risk Assessment on mega as well as moderate sized capital projects in the United States, Ireland and Puerto Rico. David’s experience includes a significant successful chronology of accessing systemic risk related conditions that have saved clients literally tens of millions of dollars in unplanned capital expenditures. He is experienced in multiple contracting strategies and has intimate design knowledge of how to best fit the controls system to the needs of the project. He is familiar with today’s risk related problems as they apply to critical path impacts, negative cost impacts and the resultant consequences of poor performance or change control. He has performed forensic analysis related to cost and schedule for poorly performing projects.

David has authored numerous white papers for the American Association of Cost Engineers where he has presented unique solutions for risk assessment and solid PCS programming standards, including one of the original position papers on how to effectively design and implement resource constrained models. Recently, he has enhanced his original programs for defining craft density requirements for congested bio-pharmaceutical suites and skid based reactor trains. He has a Master’s Degree in Civil Engineering from Drexel University and holds multiple Bachelor of Science degrees from the University of Pennsylvania’s Wharton School (Economics) and Drexel University (Civil Engineering). He is a long-time member of the American Association of Cost Engineers International and holds their Certified Cost Professional certification.
